Taking the train is probably this easiest way. Go here for the schedule -- since Guangfu is a small town there are fewer trains that stop here and you'll want to plan ahead and copy the times down for both your arrival and departure. Get off at the Guangfu å 復 stop, which is about an hour south of the Hualien stop on the local train.
